In STEERS, click the "Industrial and Hazardous Waste (IHW)" link next to "Select Reporting Program Area". If you have multiple facilities, click the link for the SWR ID you want to import the file for. The "View Official TCEQ Facility Information" page will display. If you do not have multiple facilities the "View Official TCEQ Facility Information" page will display when you click the "Industrial and Hazardous Waste Information (IHW)" link. Click the tab that corresponds to the summary type for the file you want to import: the "APF" tab for the Annual Preparation Files or the "WRS" tab for the Waste Receipt Summary. The "Search Work Area" page will display. Click the "Import File" tab on the second layer of tabs.

The "Import a Data File to the Work Area" screen will display. Click the "Browse" button to browse your computer to locate the file. The file to import must have the extension ".txt". After selecting the import file, click the "Import" button. The text file will be placed in a queue for importing the records from the file. Please limit the size of the text file to 1.5 Mb.

Please note: STEERS processes files in a queue. When you click the “Import File” button, you will receive the following message: “Your file has been received and placed in the queue for processing. The amount of time it takes to process your file depends on file size and current database activity. Please review the import log to see the status of your file.” You can click the "Review Imports" tab at the top of the STEERS home page to search for the submission and review the status of your files.

There are 2 possible result messages on the import log.

  • "# records received, ## records imported successfully" - The records received may contain error records. Search your work area for the time period submitted to ensure that none of the records submitted have errors. If the submission had records with errors, you can click on the link for the manifest number to make corrections.
  • "Too many errors were found in the file, no records were imported." Review the file to ensure that all of the required data was included.
Once your files have been loaded, you will receive a confirmation email. You can view the imported records by searching your work area. View the Annual Preparation File import file specifications and Waste Receipt Summary import file specifications.

Frequent Questions and Answers

I get a message that says some of my records were not imported. What does this mean?
The records contained errors which will be listed for you. The file will not be loaded if more than 10% of the file contained errors or if more than 30 records have errors. Otherwise, only records with no errors are loaded.

I got the following error message: "The file you attempted to load contained no data. Please try again." How do I correct the file?
This message occurs when the file is empty. Make sure the file has records in it.

What is ASCII Comma Delimited file?
ASCII Comma Delimited is a text (.txt) file with a quote (") around every field and a comma (,) between fields.
Example: "field1","field2","field3","field4", .... ,"lastfield"

How do I create an ASCII Comma Delimited file using Excel?
To export the data in the correct format, you need to use a macro published by Microsoft as a Visual Basic code example with no warranty. STEERS has a spreadsheet with this macro available for convenience.
  1. Download one of the following spreadsheets by right-clicking on the link and selecting "Save Target (or Link) As".
  2. Select the columns and rows to export. You must select from the first row and column of the data to the last row and column of data.
  3. Select View / View Macros from the menu or press ALT+F8 to bring up the macros pop up window.
  4. Select the QuoteCommaExport macro and press Run.
  5. Enter the path and file name for the new file you are creating.
  6. Press OK to run the macro. This will export the selected data to the file you entered.
