Create (start) an application

  1. Select "Create" an application to view the available list of applications.
  2. Select the desired application type and click Next.
  3. If the selected application type requires entry of a permit number, enter the permit number or enter the RN to search and select the permit number. The permit number is usually required to renew, terminate or modify an existing permit. The permit must be eligible for the selected application type to proceed. This is not applicable if applying for a new permit.
  4. A password and reference number for the created application will be provided. Write this information down for returning to the application by password access instead of ER account number at a later time.
  5. Select "Set Access Rights" button to change the application password before proceeding with filling out the application. The password can be changed at a later time by returning to the "Activities page", selecting the application and clicking "Set Access Rights". The system assigned password does not need to be known to change the password as long as the person has access to the application through his/her ER account number.
  6. Select "Set Access Rights" button to set access to a pending application for another person's ER Account.
  7. Click "Next" button to continue filling out the application.

Edit a pending application

  1. If accessing the application by password, select the EIDT button.
  2. If accessing the application through ER account number, select a pending application with status "In Progress", "Ready to Sign" or "Ready to Pay" listed in the "Activities" page and click the "Edit" button.
  3. Only one application can be edited at a time.
  4. Editing an application that has already been signed will require new signature(s).
  5. The application cannot be edited after the application fee has been paid.

Sign a pending application

  1. For Stormwater General Permit applications, more than one application of the same type can be signed at the same time.
  2. For CAFO General Permit applications, only one application can be signed at a time. If the application includes more than one application, each applicant will be required to sign the application.
  3. Select the pending application(s) with status "Ready to Sign" listed in the "Activities" page and click the "Sign" button.
  4. Select the customer (applicant) you are signing on behalf of and click "Next" button.
  5. Complete the signature page by reading the statements and agreeing to the statements by adding a checkmark to the check box, as required for the application type.
  6. The ER account holder having signature authority for the applicant must sign the application by entering the ER account password and selecting "Apply Electronic Signature" button.
  7. Select "Activities" button if you decide to sign later.
  8. Editing an application that has already been signed will require a new signature. If more than one signature is required for the application each person will be required to re-sign the application.

Pay for one or more pending applications

Make payment through ePermits
  1. Select one or more pending application with status "Ready to Pay" listed in the "Activities" page and click the "Pay" button.
  2. Select "Next" button and "Go to ePay" button to proceed to ePay for paying the application fee. If paying for more than one application, you have the option to remove the check from the check box to exclude it from the payment process.
  3. Return to the "Activities" page after making the payment to submit the application.
  4. Click the "Exit ePay" button when the payment confirmation process is complete and the system will return to the Activities page.
  5. The application status should now say "Ready to Submit".
  6. Select the application and click the "Submit" button to submit the application to TCEQ.
  7. If you have changed your mind to pay at a later time select "Activities" to return to the "Activities" page.
  8. An application that has already been paid can no longer be edited. It is ready to be submitted to TCEQ.

Make payment through ePay

  1. Go to ePay at https://www3.tceq.texas.gov/epay/
  2. Log in to ePay, enter the application reference number and complete the payment process.
  3. Return to epermits to complete the process by submitting the application.
  4. After logging into ePermits, the application will have a status "Ready to Submit".
  5. Select the application and click the Submit button to submit the application to TCEQ.

Submit one or more pending applications

  1. Select one or more pending application of same type with status "Ready to Submit" listed in the "Activities" page and click the "Submit" button.
  2. The application confirmation number will be displayed.
  3. Select the view icon to view the Copy of Record (application submitted to TCEQ), Approval letter, and Certificate, if the applicaiton type submitted uses the fully automated process.* The document(s) can be saved on your computer and/or printed if desired. The retention period of documents available in STEERS may be limited to five years.
  4. The application will no longer appear in the "Activities" window after it is submitted to TCEQ.
  5. To view the status of your application submitted to TCEQ go to the Water Quality Web Query for General Permits.
  6. If you have changed your mind to submit at a later time select "Activities" to return to the "Activities" page.
  7. An application that has already been paid can no longer be edited.

*ePermits Approval Process

The Stormwater General Permit application type uses the fully automated approval process if the questions answered in the application determine that the applicant qualifies for coverage. Amessage will be displayed to the customer when filling out the form if coverage cannot be provided online.

The CAFO General Permit application type uses the process where some manual review of the application is required by the permitting program staff before final approval can be given. Renewal applications without new LMUs or RCSs may use the fully automated process at the time of submission.

The final documents can be found in the STEERS Submission Log. Log into STEERS, select the Submission button at the top of the page. Search for the application by the original applicaiton reference number, permit number, confirmation number, or ER account number.

Executive Director Final Action of a submitted application

Applications submitted to TCEQ may require a manual review. If a manual review is required the system will provide a message indicating the application has been successfully submitted to TCEQ for further processing by the program area.

To view the status of your application submitted to TCEQ go to the Water Quality Web Query for General Permits.

After the application has been reviewed by the permitting program staff, the system will send an email notifying each ER account holder having access to the submitted application of the final action. The email will provide a link to the final documents.

Applications that do not require a manual review by permitting program staff will be automatically processed at the time the application is submitted. See Submit one or more pending applications for instructions to save the final action documents at the time of submission.

The final documents can be found in the STEERS Submission log. Log into STEERS, select the Submission button at the top of the page. Search for the application by the original application reference number, permit number, confirmation number or ER account number.

Set security access to a pending application

Add another ER Account to share access to an application

  1. Go to the Activities page.
  2. Select the application to share.
  3. Select "Set Access Rights" button at bottom of page.
  4. Enter the ER Account in the text box and click Add button.
  5. Click Activities button to return to the Activities page.

Remove another ER Account from access to an application

  1. Go to the Activities page.
  2. Select the application that is shared.
  3. Select "Set Access Rights" button at bottom of page.
  4. Select "Get Accounts with Application Access" button.
  5. Select an ER Account and click "Remove" button.
  6. Click Activities button to return to the Activities page.

View View Application a pending application

  1. An application can be viewed at any point after creating it until it is submitted to TCEQ. To view an application select the view magnifying glass icon to the left of an application listed in the "Activities" page.
  2. The view icon is also available on the signature page for viewing prior to signing the application, on the payment page for viewing prior to paying the application fee, and on the submit page prior to submitting the application.

Change the application password

  1. Go to the Activities page.
  2. Select the application to change the password.
  3. Select "Set Access Rights" button at bottom of page.
  4. Indicate to change the password of only one or all applications listed.
  5. Enter New Password in text box.
  6. Enter New Password in Confirm New Password text box.
  7. Select to Change Password.
  8. Write down the new password for the application(s).
  9. Click Activities button to return to the Activities page.

Access an application by password

  1. Go to Activities page.
  2. Select "Access" an application by password.
  3. Enter the application reference number and password.
  4. Select the Activity to perform (Edit, Sign, Pay, Submit, Delete).

Return to an application already submitted to TCEQ

  1. Go to STEERS home page.
  2. Select "Submission" button on top menu.
  3. Search for submitted applications (COR) and final action documents (NOA). Search for the application by the original application reference number, permit number, confirmation number or ER account number.

View the history of a pending application

Access to an application can be shared by ER account number allowing different ER account holders to perform different activities for a pending application. To view the ER account holder making edits, payment and signing the application, select the application and click the View History button.

Email Notifications

Email notifications are sent to each ER account holder after the following activities: Email notification for payment of the application is only sent to the person making the payment.
